Across Washington State, North Central Educational Service District (ESD) supports a diverse range of school districts, from large urban areas to small, rural communities. With that diversity comes a common challenge: ensuring staff and families have the tools and confidence to support students with complex behavioral needs.
For Anna Troutman and her team, Safety-Care has become a critical part of that solution.
Creating Consistency Across Teams
One of the biggest challenges North Central ESD faced was inconsistency, not from lack of effort, but from lack of shared tools and training.
Staff across districts were doing their best, but without a unified framework, responses to behavior could vary widely. Safety-Care helped change that by establishing a common language and approach across teams. This shared foundation allows staff to step into situations and respond with clarity and alignment. As Anna shares, “We have the default of if we come into an escalated situation, even if we weren’t there to start, we know the routine of ‘Ok, there needs to be a lead.’ Because we are so spread out, those little things make a huge difference in being able to be consistent in our response no matter what.”
Practical Strategies That Support Real-Time Decision Making
One of the standout benefits for North Central ESD has been the practicality of the training.
Rather than focusing only on theory, Safety-Care equips staff with strategies they can immediately apply in real situations. From prevention techniques to safe, respectful responses during escalations, the training meets educators where they are.
Anna emphasized how valuable it is for staff to walk away with tools they can actually use and a common language shared across different teams. She describes the post-incident debriefing process as an example of this. “We have the same debrief questions that we’re going to ask and help support staff…we try to build up the staff capacity to be able to prevent and respond to those complex behaviors. So, when one of the teachers will call us after an incident we can we have those debrief questions ready and we can walk through them together…here’s what happened and here’s what I did. And then we can walk through a coaching question like, “Did you try the Supportive Guide first?’ or ‘What are the types of things that you were working on when you were looking at those antecedent strategies?’ Having that unified vocabulary and to be able to discuss that behavior without going into emotional escalation makes it a lot more clear and predictable.”
Extending Support Beyond the Classroom
For North Central ESD, meaningful impact doesn’t stop at the school doors.
Recognizing that students spend most of their time at home, Anna and her team have made family support a central part of their approach through training family members in Safety-Care for Families. Anna identifies an important component in her team’s work is building relationships between schools and families, ensuring open, honest, and transparent communication. By having a training curriculum for family members that is aligned with strategies being used at school, Anna notes that, “Everyone is using the same playbook. We’re able to shift into more productive problem-solving conversations right from the start.”
A key part of that success is making behavioral strategies understandable and usable for caregivers. Safety-Care for Families breaks down complex concepts into approachable, practical components. “I think [Safety-Care for Families] breaks down behavior into simple, teachable components. I think that as a teacher and a BCBA, that can sometimes be really challenging because we talk in this lingo that doesn’t make sense to people outside our world, and so, to be able to use the vocabulary that’s going to be accessible and aligning those strategies with what we’re also working on at school, we’re really supporting generalization through that individualized plan for our students,” says Anna.
One of the most meaningful outcomes Anna has seen is the shift in how families feel. Instead of frustration or uncertainty, families begin to feel empowered and supported. Anna says, “I also think it’s really helped reduce panic in the home and in the community setting because it’s really, really scary to have a 4th grader that you can’t take with you to the grocery store because of behavior, right? It makes it really hard to be able to do anything that you think your average family isn’t used to thinking about, and so being able to put something into place that’s going to reduce that [anxiety] and really increase that emotional regulation for both the students and the adults makes such a big difference.”
This shift doesn’t just impact families, but it strengthens the entire system around the student. As communication improves and trust builds, schools and families are better able to work together toward shared goals of safety and success.
Building Capacity for Long-Term Impact
For Anna, the work ultimately comes down to building capacity both within school teams and within families. With a shared framework, practical tools, and aligned strategies across environments, North Central ESD is creating more consistent, supportive experiences for students both in the classroom and the community.
As districts continue to face increasing behavioral and mental health needs, the importance of alignment between schools and families has never been greater. Through Safety-Care, North Central ESD is not only supporting staff; they are building stronger partnerships, empowering families, and creating safer, more predictable environments for students to succeed.
